Our Doctors

Dr. Avigayil Rapp

Founder & Medical Director
Dr. Avigayil Rapp is a board-certified Internal Medicine physician and the Principal Investigator for all Internal Medicine trials at Basil Clinical. Prior to dedicating herself fully to research, she practiced primary care and menopause care and held a teaching appointment at Harvard Medical School in the Departments of Internal Medicine and Women’s Health.
Her clinical experience highlighted the disparities in access to cutting-edge treatments, inspiring her to focus on expanding equitable access to underrepresented populations in clinical research. Today, Dr. Rapp leads trials with a strong emphasis on participant care, education, and ethical research conduct.

Dr. Mark Rapp

Principal Investigator, CNS Division Chief
Dr. Mark Rapp is a board-certified neurologist and Principal Investigator at Basil Clinical, where he leads the CNS division. He specializes in clinical trials targeting neuropsychiatric and neurologic disorders, with a focus on Alzheimer’s disease, Major Depressive Disorder, and related conditions.
Dr. Rapp completed his residency at the Harvard Medical School Neurology Residency Program at Beth Israel Deaconess Medical Center and Boston Children’s Hospital. During his training, he witnessed firsthand the limitations patients face in accessing effective treatments. This experience sparked a deep commitment to advancing care through research, ultimately leading him to pursue a full-time career in clinical trials.
He brings a rigorous, patient-centered approach to brain health research, emphasizing both scientific integrity and compassionate care. Dr. Rapp is particularly focused on expanding equitable access to clinical trials for underrepresented populations and addressing the psychosocial barriers that often complicate care in neuropsychiatric disorders.

Dr. Nissan Shlomo Frager
MD
Physician Investigator, Board Certified Psychiatrist
Dr. Nissan Shlomo Frager is a board-certified psychiatrist and Physician Investigator at Basil Clinical. He earned his medical degree from Rutgers New Jersey Medical School, completed his adult psychiatry residency at Westchester Medical Center, and completed his fellowship in child and adolescent psychiatry at Zucker Hillside Hospital.
Dr. Frager’s training across adult, child, and adolescent psychiatry gives him a broad understanding of psychiatric illness across the lifespan. He brings a thoughtful, collaborative approach to clinical research, with a strong commitment to careful evaluation, participant safety, and ethical study conduct.
At Basil Clinical, Dr. Frager is dedicated to advancing innovative psychiatric treatments while ensuring that every participant is treated with compassion, dignity, and respect.

Dr. Yonah Hamlet

Board-Certified Ophthalmologist
Dr. Hamlet received his M.D. degree from NYU School of Medicine. After medical school he did a year of internship in Internal Medicine at Brookdale Hospital and his Residency in Ophthalmology at Downstate Medical Center. After completing his residency he stayed on as an Attending Ophthalmologist at the Brooklyn VA Hospital, Brooklyn Hospital and Maimonides Hospital, teaching and supervising the ophthalmology residents. Dr. Hamlet is a Fellow of the American Academy of Ophthalmology, a Lifetime Diplomate of the American Board of Ophthalmology and a Fellow of the American College of Surgeons. He has been in private practice for the past 45 years.

Dr. Yosefa Silber

Physician Investigator, Board Certified Pediatrician
Dr. Yosefa Silber is a board-certified physician and Sub-Investigator at Basil Clinical Research Center. She earned her Doctor of Medicine degree from Albert Einstein College of Medicine and completed her residency training at Hassenfeld Children’s Hospital at NYU Langone, where she developed a strong foundation in evidence-based clinical care.
Throughout her medical training, Dr. Silber participated in clinical research across multiple disciplines, fostering a strong interest in advancing patient care through research. Her experience in both clinical medicine and research enables her to contribute to the thoughtful design and conduct of clinical trials while prioritizing participant safety and high-quality care.
Dr. Silber is passionate about expanding access to innovative therapies through ethical, patient-centered clinical research. She is committed to delivering an exceptional experience for study participants while helping advance the development of tomorrow's medical treatments.
